Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, as stated by law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiracy to commit robbery. They both remain in custody, the force said.

The arrests follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, two women had stolen from them their luggage after getting out of a car park lift.

A toddler aged three was among the those hurt in the event. A total of five individuals went to hospital for treatment and were later discharged.

Officers arrested a man in his thirties on suspicion of theft and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Police were called at about 8:10 in the morning GMT after reports came in regarding a number of people hurt by a noxious substance believed to be pepper spray.

The assault - which police said was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the T3 parking facility for a short time.
